Consolidation Proposal
Note: The LSRS proposal is on a fast track in Augusta.
It is important to make
your voices heard soon.
KEY PROVISIONS OF LSRS
Establish
26 mega-districts by abolishing local school committees.
Permit local schools to have advisory-only councils.
Transfer title of all school facilities to the 26 regional centers.
Concentrate all resources in 15 member regional councils.
Have all budgets approved by these regional councils.
Have regional councils make all staff and teaching assignments; have one
bargaining unit for each mega-district.
Change EPS
formulas to cut funds for administrative office staff, and increase certain
student/teacher ratios.
Implement by
July 2008.

Critique:
This proposal
does not reflect the experience in other states where consolidation has
not led to lower costs or better education
(see the Rural Education and Community Trust, study of West Virginia,
www.ruraledu.org).
This proposal
does not recognize the role of state agencies that continue to enact
burdensome administrative regulations.
Make Your Proposals Known: Let the Governor, Commissioner,
and all your legislators know that you want them to consider other
approaches that are more likely to encourage schools and districts to use
their funds frugally in the pursuit of improved education for Maine’s
children.
